Local community organizations can apply to be TSR Comprehensive Lead Agents for the traditional 3-year TSR program, which includes all of the online content on CLI Engage, coaching (face-to-face or remote), Developing Talkers kit and training, CIRCLE Preschool Foundations Training (formerly the CIRCLE Preschool Language and Literacy including Mathematics Training), and reimbursements/incentives for participation. TSR Comprehensive is implemented in classrooms across the state through local Lead Agent, community organizations that serve as the hub for TSR Comprehensive in their local communities. Lead Agents partner with child care and Head Start teachers in their local communities to provide TSR Comprehensive services, including training, materials, and coaching. Preschool teachers enrolled in TSR Comprehensive participate in a comprehensive teacher training program designed to help children be more prepared for kindergarten and beyond.
Multiple research studies have confirmed that Texas School Ready positively impacts teacher instructional practices in the classroom, regardless of setting (public school pre-k, Head Start, and private child care classrooms). Teachers participating in TSR Comprehensive are more responsive to the individual needs of the children in their classrooms. They show increases in their use of language-building strategies, including the quality of book reading, general conversations with children, and the use of oral language instruction to build these skills. Even greater gains have been found in emergent literacy instructional practices. Teachers also show better responsive teaching practices, organization of their centers, and the use of lesson plans. Randomized controlled trials (RCTs) conducted by researchers at the Children's Learning Institute on the effectiveness of TSR Comprehensive are published in peer-reviewed journals after undergoing rigorous evaluation by independent experts in the field.
Teachers participate in TSR Comprehensive through one of two models: Face-to-Face or Remote.

Child Care Partners
Head Start Partners
All pre-kindergarten children meeting Head Start Requirements are eligible to participate in the project. The students must be 3 years of age on or before September 1, 2015, i.e. born on or before September 1, 2012.
Independent School Districts (ISD) Partners
Family-based Childcare Providers
Family-based childcare providers must be licensed or registered with Texas Department of Family and Protective Services as “child-care home” providers. All programs must be in good standing with Texas Department of Family and Protective Services.
* Public School Districts who are interested in becoming a Lead Agent must keep in mind that only childcare and Head Start teachers will receive the full service model (coaching, incentives, and materials). ISDs and charter schools that have entered or are willing to enter into integrated partnerships with child care and/or Head Start are encouraged to apply for TSR Lead Agent status and supports. Public School teachers that are part of a TSR Lead Agent Partnership will have access to CLI Engage for progress monitoring and professional development but not coaching, incentives, and materials.
