Lead Agent Request for Applications

Every two years, the Children’s Learning Institute recruits organizations dedicated to supporting school readiness in their communities by delivering TSR Comprehensive.
The Children’s Learning Institute (CLI) at The University of Texas Health Science Center at Houston is seeking Texas community organizations, child cares, schools, and others to help at-risk children be more prepared for kindergarten through TSR Comprehensive – join us and help children in your community! In this role, the organizations serve as the hub for TSR Comprehensive in their community, providing direct service delivery to early childhood programs and their teachers.
TSR Comprehensive is a research-proven model to positively impact school readiness and complements other early childhood quality improvement activities in local communities. Our goal is to help children be ready for school and ready for life by empowering teachers with skills that positively impact the children’s classroom learning environment and educational experience.
The Children’s Learning Institute will host a Pre-Application webinar on Wednesday, April 2, 2025, at 9:00 AM and 1:00 PM CDT. All current and prospective lead agents are required to join one session.

All applicants, new and returning, must submit the Intent to Apply Form via DocuSign by Wednesday, April 9, 2025. Once you complete the Intent to Apply Form, we will send the Lead Agent representative a distinctive Letter of Intent QR code. This QR code can then be sent to all identified partners to complete the Letter of Intent.
Prospective Lead Agents can use the following information to recruit early childhood programs for TSR Comprehensive. All applications must be accompanied by the required minimum of letters of intent per staffing requests. For example, if you request 1-2 staff for your community, you will need a minimum of 20 letters of intent and so forth.
A copy of each survey submission will be emailed to the person completing the survey (program administrator) and a Lead Agent applicant email (provided in question 1). Please ensure programs have the correct email address to enter in this field, so prospective Lead Agents can monitor their recruitment during the application period.
